Devil 747 Cockpit Upgrades

Anyone got any idea on what sanctions are available to airport authorities if an airline flying older aircraft has not upgraded their cockpit to the required standard by the end of this year?

Dubai especially springs to mind, as there are any number of old crates, Russian ex miltary crap and MK 747s which do not have the required kit flying into Sharjah which is under DXBs control.......

The main 'ban due to violation of...' sanction is in the hands of the local CAA and should be enforced by them...however an airport authority clearly has the civil right to 'refuse access' to their premises/property
