Swansea ILS?

Swansea ILS?
Noticed on a recent VFR visit to Swansea were ILS loc & glidepath aerials on Rwy 22 - the "Red Dragon" ATR that landed in front of us didn't seem to be using it though
Must be either old and out-of-service (but didn't look it) or new and not yet up and running (only published IAP's are NDB/DME).
Anyone please confirm?
Presumably radar monitoring of a/c on the IAP's available from CWL?

The Swansea ILS is indeed new!! Unfortunately for some reason the old Swansea Airport management negleted to organise the other necessary work (Markings, Signage, Lighting etc) to coincide with the completion of the ILS installation!
They are trying to get it on line (minus the lighting work!) by the end of November with the lighting work to follow ASAP.
Here's hoping!!

Pro atco - any idea why theyre not improving the lighting at the same time?
There's little point in having the ILS if they don't have the lighting to match, the approach minimas will be little less than for a non precision approach.
