Hello people,
Any one have info on the supposed grounding of govt charter heli? Specifically the issue seems to stem around paying of airport dues but the story suggests it was an off airport landing/takeoff. Anyone know how the rules work?

It was just a charter from OAS, but as it was inside the Benin control zone he should have filed a VFR flight plan before departure. Often when carrying VIPs that just get's missed out, but would have been more sensible to have filed one at the airport on his way to pick up the big man. I guess the delay was just caused by ATC forcing them to wait as flight plans are supposed to be filed an hour before departure.
