Namibian Law vs Commercial Night Flying in a single

Can anyone shed some light on whether it is legal to fly commercially at night with a single engine?

Got it: NO. (for commercial flights)
Unless ferry flight/maitenance flight/ect. But only with prior written permission from DCA.
