Looks to me like 1Time is being singled out!!!
I doubt that.
The issue or re-issue of an AOC has nothing to do with CAT ll.
It is simply an "add on". Seperate item on your ops specs.
I can assure you that there would be a reason for withdrawing the approval.

Depending on the rootcause of the withdrawall, nothing more nothing less.

Well you don't know that SACAA is there to protect SAA?? ....

SACAA & SAA have the same 'owner'.

Well I you don't know that SACAA is there to protect SAA ....

SACAA & SAA have the same 'owner'.
I am sure that the CAA is looking very closely at the impact of all the CSD failures on SAA's old 737-800's on their CAT II and III operations.

Come-on guys. Just pay reality a bit of passing respect.

As a non South African, can someone tell me how often CAT 11 operations would be required? Thank you in advance.

How long is a piece of string?

I would say less than in Europe or North America, but I'm no expert on their weather conditions.

1Time was the only airline without SA based simulators which bothered with CAT II currency. The other two (SAX and Airlink) stuck with CAT I. SAA (and their Mango surrogate) and Comair (BA and Kulula brands) have SA based sims and probably find it cheaper to stay current than accept the diversions.

Frankly, I never knew why 1Time even bothered with Cat II - the cost of training just didn't seem like a good trade-off vs the relatively very, very small number of diversions it's loss would incur. If I were them, I wouldn't worry about getting it back.

It's all so long ago now but wasn't there quite a sort of sparky thread running about something similar to this about eighteen months ago. Seem to remember that there was considerable discussion, quite heated on the part of some, as to the minima for Cat 11 approaches. Can't remember the outcome of course but there can't be that many airfields in South Africa that have Cat 11 ILS approaches and are all that do maintained according to whatever standard might be required by the Lt Colonel's standards and authority?
