South Africa is probably your best place to start looking. There are a few very good schools. Just becareful not to go for any old school because they are cheap. Try and find out a bit more about the school, because there are also some schools that should not be allowed close to an aircraft.
They might not be the cheapest, but have a look at schools like FTS (owned and opperated by airline pilots - very good school! Flight Training Services - Grand Central Airport ) also Babcock CFA (also good Babcock Central Flying Academy ) and 43 air school (they are probably the best, but by far the most expensive Pilot Training and Flying School South Africa ). There are other good schools as well, but I think the above mentioned schools are a good place to start.

yup, look torwads the south, but cheapest and good quality don't seem to go hand in hand...kenya has some cheap schools but may take you a while to get done...
