Russian Aircraft manufacturer in Namibia

Article on the radio this mornings news(RSG for those who might ask) mentioned a Russian aircraft manufacturer has signed an agreement to construct a factory and runways, etc. at Okahandja in Namibia. They intend maintaining Russian helicopters in Africa as well as building Russian light aircraft for sale in Namibia and the rest of Africa. The municipality has agreed to provide the land and the company will be investing R200,000,000 in this project. Anyone know which manufacturer this could be? What Russian light aircraft are there apart from Yak18's?
