cape verde islands

Am currently doing some background study on african operators...
Do cape verde operators operate under icao??? and if anybody has any information, from what central african destinations can the cape verde islands be reached???

last time I was there the operators(TACV and CaBO Verde Express) were working under IACC AOC which was undergoing a process of adapting their lines to a mixed of FAA and JAA (Portugal).
I know for a fact that their license is not yet ICAO.

You can Reach Praia (the capital) via Dakar
