East Coast Country Aviation Startup

Can anyone tell me of a huge, east coast Africa aviation startup involving Norwegians and Japanese banking backers?
I responded to an advert a while ago for pilots. This advert stated that 61s 76s 212s etc would be involved in offshore and onshore work, but the advertiser wouldn't divulge the location.
Any word of any of this on the African grapevine?

Not so much east coast as Eritrea!
Anybody out there can enlighten me on this subject?
