Not surprising that "Governments" may have been the original suppliers of the Money needed. It still does not confirm "Who" the governments may have been.
And of course as usual those on the bottom of the food chain looking for the "Big Dollar Rewards" sometimes pay the "Big Price" as was such in this case.
If in fact it was the U.S. it still does not explain why one individual who was named is Persona Non Grata in the U.S.. That be the case it sends a message from the U.S. that they do not take care of their friends. Another no surprise.
