I worked in the UK Notam Office many years ago and had a similar Notam request. I deemed it not suitable for a Notam and send it out as free text to anyone I thought suitable.

Doesn’t look like a NOTAM to me, it’s a “Request News” signal (RQS). Priority used to be and may still be SS and sent out on the AFTN/
NOTAM network.Doesn’t get used very often though which is probably why people don’t recognise it.
