Why on earth does the report keep saying "allegedly"?

A woman has been arrested after allegedly running onto the tarmac
There's nothing alleged about it - she was ion the tarmac!

Perfectly normal to say that - it means it is alleged that the woman who has been arrested was the woman who ran onto the tarmac. A court will decide whether that's the case.
