Would the number and complexity of NOTAMs confusing international crews and causing them to miss a vital and actual safety related one possibly be a causal factor?

Not sure how they could miss such information considering that it was in (including the declared distances) the ATIS on both occasions.....
Either two separate crews on two separate occasions are just stupid or there was a problem with the way those runway works have been carried out. The amount of time it has taken for a major international airport to complete what should be reasonably routine resurfacing is just a joke.
