Strictly geographically, Northern and Eastern part of Finland does not belong to Scandinavia, even if most of Finland used to be a part of the Kingdom of Sweden for many years. Politically there always have been strong ties between Finland, Norway, Sweden and Denmark, even Iceland and in Finland we don't really use the word "Scandinavia", we use "Pohjoismaat" (or in Swedish Norden).
