I wonder whether the
frequency of the RF emitted by a cell phone is not the critical factor, rather than the signal strength? From memory, cell phones are around 400 Mhz - probably won't affect radar (around 4 Ghz?) but may affect navigational devices in the UHF range, and through first and second harmonics, devices in the VHf range?
