I was going to reply, and also say that this is the biggest load of rubbish ever, however I just read it again and the way it is worded, it could be true?
It does say "passenger" interference.
Certainly does not apply to Crew, as I have personally spent many hundreds of hours in flight in Cockpits, with at least one and sometimes all three of us, using mobile phones with NO problems at all.
It's those pax you have to watch.
