with all due respect, that argument doesn’t really make sense?
Depending on the interest in those slots, they could have had to enter a bidding war and thus not only ‘not know what they had’ but could have incurred higher costs?
At least via the ACL they know what they have, and what they can use, and has probably cost them nothing other than possible admin fees.
