The chart will state the minimum navaids required for the approach, what does it say?
Are you getting confused between the out of service locators (Lctr), which are a low powered NDB, and the localiser (LOC)?
I don’t have current charts for LHBP but the charts I do have, dated last year, don’t make mention of locators for the ILS, only the localiser.
