He will do well if he can write the hymn sheet and make everyone follow it. My expectation is, he will force a major review of Defence policy and it will mean cuts of things we don't need to do with expenditure pegged at 2%. At the same time, I think he will also get rid of the 1% cap, maybe next summer.
