33 as you are referring to has nothing to do with grade and length of service. It's the onload priority code indicating you are subload and retired. Normal subload/SRC while employed is code 32. So first all the "normal" subload gets onloaded in class or service/DOJ and then they move to your group 33 and do the same within the group.
