had this happen to me in Pakistan, same reason, "ramp is full" while diverting from Peshawar to Islamabad, after holding the appropriate time, I never got the clearance, they kept saying "negative, ramp is full, not cleared.....with no other choice I just flew the approach at Islamabad, landed, all the while ATC telling me I'm NOT cleared to land, then received a calm, normal sounding "taxi to the ramp" ramp was emptyinstruction, fuel truck arrived, all services completed, launched for Peshawar after the weather improved....nothing said by Pak ATC about anything, filed ASR with my company...no feedback receive
