Disruptive as it would be, the collapse of an airline (apart from perhaps BA) would not constitute the kind of emergency situation to prompt a meeting of COBRA. I also suspect that HMG (especially the Foreign Office) wouldn't see it as their job to sort the mess out, in part because they don't have the resources or capacity to do so.
You will probably find there was a COBRA meeting and Monarch was mentioned at some point in it I don't for one minute think a rush gathering of ministers was called just to discuss Monarchs situation if indeed there is one.
