Disruptive as it would be, the collapse of an airline (apart from perhaps BA) would not constitute the kind of emergency situation to prompt a meeting of COBRA. I also suspect that HMG (especially the Foreign Office) wouldn't see it as their job to sort the mess out, in part because they don't have the resources or capacity to do so.
I too would like to think that they have more important matters to discuss in Briefing Room "A".
