I have made approaches to LFPB many times.
Diverting from the LOC 25 to the old closed runway is difficult to understand.
That approach is an offset, so maybe they took a turn too early.
Maybe they were told to circle to 27 and got confused there?
I'm sure we'll have more info soon.
