Apologies if it didn't come over clear. What I meant by that was if you don't meet the requirements for Route 1 or 2 then you'll never get 1 or 2 but could still be offered selection. There have been people in the past who have explicitly had selection knowing they were Route 3 only which is what I was alluding too.
