CAA, they should have documents lining out how to get that special authorisation for the ILS X/S 12. They might have copied the process that Austrocontrol did for the special performance ILS in LOWS, which requires simulator training for all crews that have to be qualified as well as austrocontrol approved pre-calculated performance limits. But then, i might be completely wrong.
