One long term-Captain is retiring, a co-pilot is being upgraded to replace him, so there is a vacancy for one co-pilot. Hardly what I'd call a high turnover.
And extremely unlikely they would hire anybody without 139 time given there is only one co-pilot position to recruit. In the current employment market the days of them hiring R22 drivers and giving them a twin-TR and IR are long gone.
