Industry standard or not. I agree with the the OP - it's not a great start and does make for a first impression. If the employer does not want to spend the cash on the invitation then maybe a Skype call interview would be a better way to "eliminate" a candidate - then if needed that can lead to a "face to face" interview - paid for by the company of course!
