As you say, complete rubbish. As long as he has the required number of hours in the last 2 years, he just needs a 1 hour flight with an instructor (and
afaik does not actually need a signature for this) and as long as his medical is current, that's it! No paperwork, no forms, no examiner, nothing. Your log book and medical cert are all you need.
