What the Spanish government has done is tighten up on letting apartments/villas out with no insurance, etc. You now have to obtain a licence to rent out your property for money unless it is for relations and no money changed hands. Where I am the number of ' visitors' is well down this year on the urbanisation - both Spanish and North European - which has surprised many although the area is very busy as it should be in August. So if you are contemplating renting a property make sure the owner is properly licensed.
