Togue, you're confuse a couple of things.
This is an MEL operational procedure, i.e. for a fault that has already been dealt with by maintenance and is carried as a deferred defect. No need to call maintenance!
The procedure is VERY simple. During cockpit preparation you visually check operation of the affected surfaces. For this you need hydraulic power from the yellow or blue electric pumps, depending on the affected surface. That is all there is to it!
Yes there is a note stating that if you are realy having a bad day and the yellow electric pump is U/S as well the procedure will have to be done with engine 2 running to power the engine driven hydraulic pump.... I have no idea why this causes any further confusion!
