Just a few comments to the OP:

On a recent Ryanair flight the cabin crew yet again were not in place for the start of the safety briefing with the rear placed crew member only joining after the exits and floor lighting had been explained.
Upon what basis do you make this claim as if it matters? Is there a standard for where the crew are and when? Do you know what Ryanair's SOP is?

I did question the crew and was told this is normal procedure as the rear crew member is needed to operate the floor lighting and therefore cant be in place at the start of the briefing.
You questioned the crew and they told you it was normal procedure, so what's your problem? Why do you even think there is one? Again, on what basis and what rules are they supposedly not following?

Are some crew becoming blasé about safety and should / can I report these issues to any governing body or the airline?
There's bad eggs in every industry, but to avoid wasting your time further and looking silly, maybe at least find out what the 'standard' is before making such claims...
