Regular Pasenger Saftey Concearns

As a frequent passenger I have some concerns regarding cabin safety.
On a recent Ryanair flight the cabin crew yet again were not in place for the start of the safety briefing with the rear placed crew member only joining after the exits and floor lighting had been explained.
This again happened on my return journey, I did question the crew and was told this is normal procedure as the rear crew member is needed to operate the floor lighting and therefore cant be in place at the start of the briefing.
Please can those in the know confirm if this is true.
Also I can only recall this happening on Ryanair flights with Italian based aircraft and crew.
I decided to test them and deliberately left my armrest up and my bag pulled forward and not under the seat in front, both the crew member and the No 1 failed to spot these items and i was not asked to comply with the procedure for landing. however before landing I did make sure my bag was under the seat in front and my arm rest lowered.
Are some crew becoming blasé about safety and should / can I report these issues to any governing body or the airline?
