Southend seems to anticipate demand and puts in the infrastructure so it is ready when it is required, which is the way to do it.
I can think of one airport that for the last 20 years waits until it is over capacity and then plans for expansion which takes a few more years to actually go in although in its defence its infrastructure projects are to a bigger scale.
