Might well be as simple & obvious as Stobart (the airport operator in this instance) able to claim all these "extras" as destinations available from London Southend!!!..
The two things are completely different - your original comment implied that the connections from SEN where being put in the flyBe booking engine so they could be claimed as NEW destinations by Stobart to influence investors.
Suggesting that somebody might do something when they haven't in an attempt to deceive looks like trolling to me.
