Take-off Minima

Have a query in regard to take-off minimas and why the Jepp charts have variations in the minima.

Why does Essendon have a minima of 800m? Is it due to runway width and lack of centreline lighting?

It seems funny that YMMB has the same take-off minima, but only has standard runway lighting and narrow runways?

At Swan Hill, you can use 550m by day according to the Jepps.

I have Jepp charts, so do the ASA charts show the same take-off minima?

And how does one know if a particular aerodrome has been surveyed out to the 7,500M. In the AIP it mentions a strip width of 150m are assumed to be surveyed out to that distance.

But looking through ERSA, there seems to be variations to what is in the AIP.

Talking amongst a group of pilots, produce a number of interesting answers plus a few points that I hadn't, considered to the minima for Essendon.
