Is this a genuine ambition, the military equivalent of an out of favour Minister being kicked upstairs to the Lords or part of a broader UK attempt to reinforce its position as a good citizen in the BREXIT environment?
The Times might be suggesting he rarely chases a losing prospect and as a result he's favourite and has US backing, but the neither the UK nor the US are particularly popular at the moment with somewhat dented international influence and credibility.
