How about the Tokyo Convention ARTICLE 5"

and in EK OMA 1.5.3 c "Be responsible for the operation and safety if the aircraft from the moment the aircraft is .... until .... the end of the flight.. AND THE ENGINES ARE SHUT DOWN"
