I suppose the idea is to cover the outbound markets to the east and south of Milan that are not as conveniently covered by the airports of Verona, Genoa and Bologna - stuff like Bergamo proper, Monza, Brescia, Piacenza, Cremona (have in mind that there is no Lufthansa hub feed to Munich from Linate).
