I think that's referring to average passengers per flight on those routes. Those numbers reflect my experiences.
Most flights are at about 50% load factor. BRS-FRA is low because it's 34 flights a week, with nearly all pax connecting into LH. This is the one I'd worry about, because I expect LH don't pay BM much for the connection.
The others probably stand up commercially when you look at the fares. I'm doing BRS-HAM r/t next week and it's costing £420. A colleague did FRA-BRS r/t in a day and it cost €625. Those kind of fares, even at 50% LF, probably sustain the routes.
(The BRE-TLS has to be primarily Airbus at corp rates, so I suspect MUC-BGY is the real worry, as that's also an LH feeder).
