Probably because it's only around 300 metres from the terminal entrance to easy drop off points outside. Wouldn't go down well with the local residents who already have to suffer from those who choose to leave their cars on local streets rather than cough up for airport parking.
For an extra revenue stream I'd have a caged off smoking zone and charge £10 to enter.
