Really, the Army could have executed other parts of its rotary-wing restructuring program—which included moving attack helicopters from the Guard to the active force, and Black Hawks from the active force to the Guard—while leaving the OH-58 and TH-67 alone. Additionally, if the Pentagon and the services under its purview would finally grow up and look at their assets in a holistic manner, a portion of the UH-72s could have been ported over to the USAF to replace its relatively ancient UH-1N missile tenders and VIP helicopters. In fact, the same 87 airframes sent to Fort Rucker to provide training, probably would have done the trick.
Looking at other articles, it would appear that a big driver for ditching an entire fleet of aircraft allows them to scratch a lot of personnel.

The move is opposed by the US National Guard Bureau and come in Congress, since removing the OH-58 and TH-67 from service is expected to eliminate 10,700 positions in the Army – according to the US Government Accountability Office.

Bell isn't happy, as they were hoping to sell products to foreign militaries that the US Army might be courting to pass these aircraft onto.
It will also eat their state and fed sales a bit as the Kiowa can't go civil.
I'm sure a few enterprising individuals will make bank selling the TH-67's scrapped for spares to the 206 market.
