There is no such thing as 3 dollars per hour, and the allowance in LAX is more then that.
Clause 3.6 Page 92 of the EBA "Incidental Payment" the $3.00 is obviously more now as it is reviewed each year but as I am not QCCA I am not sure of the exact hourly amount.
You are right the allowance is more around USD $220.00 I havent been to LAX in quite some time.
