My guess is the whole offering of positions in US is smokescreen. They know they will get very few takers for the pathetic T and C, but Norweign can say they tried to offer jobs to Yanks if government pressure ramps up. A yank who takes the OSM offer is either uninformed or unhireable for a better position.
