Yes, you are permitted to fly below those two Class A CTAs in that area, and without clearance, because it's Class G below. But watch out for the other Class A 'steps', there's several down there south of Gatwick.

That shot is taken just south of Shoreham. What I'd like to know is what is that 361amsl obstruction in the middle of the sea. A wind farm?
