Why?? why make airports and aircraft alcohol free zones. Most people enjoy a drink or 2 with no problem or threat to safety at all so why punish them. If people appear drunk at the gate just offload them and everyone would soon get the message. I'm fed up with punish them all for a few pricks attitude.
