Certainly when I used QuickChek you were always able to through check bags even if it was different airlines. It was a manual input, and the label would have the first sector PNR listed. It probably did cause a slight problem if the bag was miss routed but considering the Pax name and flight number is on the tag I'm sure it wasn't hard to find the PNR. Anyway this smacks of the reductions in service BA are currently pursuing. This is definitely a revenue protection action.
