The article was quoting Cruz, who said that he would only consider charging passengers for long haul meals if the public was strongly in favour of the idea. Cruz also mentioned that this would only happen in the very long term, i.e. only if low cost long haul services are successful, thus forcing legacy airlines to reduce their costs.
