There isn't a single person or department within Flydubai who can diagnose or confirm if a person is or has suffered from fatigue. This is the job of an AME.

Shortly after the crash, a number of ASRs were released to RT. A large proportion of those ASRs were related to fatigue in one way or another. If the chief pilot or his office , were remotely concerned with fatigue in FZ, he (they) would have been compelled to investigate. Furthermore, if the GCAA was doing its job, it too, would have felt compelled to investigate.

I also know of pilots who have been signed off sick by an AME with fatigue. Had an AME not done so, FZ would have simply recorded the issue as sick and deducted the days from the pilots sick leave entitlement and left it at that.

They are not interested and never have been, and the fact that the 'chief pilots office' has said that fatigue played no part in the incident, demonstrates the utter contempt they have for safety.

My suggestion is to wait for the investigation to be concluded and see what comes out then. To do otherwise is pointless.
