Of course the Canary Islands are listed under Spain because they are Spanish territory not independent islands, the Canary Islands may not be in the EU but they are still under the control of the sovereign state of Spain regardless of them being off the west African coast and no where near mainland Spain.
What other country do you think they should be listed under then!

So is Madeira in Portugal, how about the Azores, are they in Portugal also, how about Greenland, is that in Denmark, Dutch Antilles, are they in The Netherlands, French Antilles in France, Christmas Island in Australia, Northern Cyprus in Turkey etc. etc. etc?
It's supposed to be informative of explaining to the punters their choice of destination ... "Ah Gran Canaria, it's in Spain so we can go there and visit our friends on the Costa Brava" ... "Oh no you can't because Gran Canaria ain't nowhere near to Spain nor the Costa Brava!"
